Title: Not what I expected

I should have read the other reviews more carefully before purchasing, but I have never seen DIY birthday hats before! These have to be assembled. The theme is still cute, but I was disappointed that these did not come as pictured.

They were difficult to assemble. Nobody really uses them anymore, but I used them to help decorate the tables since I didn't buy center pieces.
